Japan Studies Blockchain Stock and Bond Settlement for the Early 2030s

Japan's markets regulator, its finance ministry and its central bank are preparing to study whether listed stocks and government bonds could settle on a blockchain. Nikkei reported the plan on Wednesday. A study group forms this summer, a development plan is expected in early 2027, and any working system arrives in the early 2030s. Stock trades in Japan settle two business days after execution and government bonds settle the next business day; the target is settlement that is close to instant and runs around the clock. None of the three institutions had published an announcement of its own at the time of writing.

What the tokens would be

The mechanism described is narrow. Commercial banks hold current accounts at the Bank of Japan, and a portion of those balances would be converted into tokens moving on a blockchain network. That makes the settlement asset a wholesale central bank token for interbank payments, not money any consumer would hold. The distinction matters because Japan runs a separate retail digital yen pilot, and the two are not the same project.

"A portion of the accounts that banks currently maintain at the BOJ could be converted into digital tokens circulating on a blockchain," the Nikkei report said, in the rendering carried by The Crypto Times.

The participant lists do not match

Who joins the study group depends on which account is read. The Block names Mizuho, MUFG, SMBC and Nomura, along with the Japan Securities Clearing Corporation, the software firm Digital Asset and roughly 40 local and online banks. CoinDesk names the three megabanks and the agencies, and stops there. crypto.news and The Crypto Times name no private firms at all beyond "financial institutions" and "the three largest banks and major securities firms". The 40-bank count rests on The Block alone. We could not establish which list is the working one.

Trials already running, none of them this one

Blockchain settlement work in Japan predates the study group. Governor Kazuo Ueda described the Bank of Japan testing settlement of commercial-bank current account deposits on blockchain infrastructure in March, a sandbox that crypto.news notes sits apart from the retail pilot. KuCoin's news desk reports MUFG preparing an August proof-of-concept for on-chain government bond repo on the Canton Network. BeInCrypto writes that four large lenders have run a blockchain collateral trial for government bonds since April. Those are separate trials by separate parties, each carried by one outlet, and none is the group Nikkei described.

The timing of the group's own testing does not reconcile either. The Block writes that tokenized deposit tests for interbank transfers could begin as early as this month. CoinDesk and crypto.news put the first concrete step at the early-2027 plan and give no August date. Nothing located settles which describes the study group's work.

What sits behind the deadline

The scale of what would move is reported once. BeInCrypto puts outstanding Japanese government bonds and bills at about 1,166 trillion yen, near $7 trillion at the rate it used, and no other account located carries a market-size figure at all. The timetable is the part worth watching. Japan shortened bond settlement to one day in 2018 and stocks to two days in 2019, so same-second settlement is a larger step than either. The Diet passed the FIEA amendments in July and the FSA opened a dedicated crypto division this month, putting the plumbing question after the rulebook question instead of before it. Cross-border use is named as a later application, with the domestic rails treated as the base layer for Bank for International Settlements work that CoinDesk identifies as Project Agora. Nothing binds the agencies to the early-2030s date. The early-2027 plan is the first document that could.
