Flowdesk Lands a Full VARA Broker-Dealer Licence in Dubai

Flowdesk has its Dubai licence. The Paris-based crypto market maker said on Monday 10 August that its local entity, Flowdesk Omega FZE, received a full licence from the Virtual Assets Regulatory Authority, the emirate's dedicated crypto regulator, for virtual-asset broker-dealer services. The permission covers qualified and institutional investors "in and from Dubai," wording that takes in clients based in the emirate and clients served from it. Retail is outside the scope. The grant closes out a multistage process that began with an in-principle approval in June 2026, and it gives one of Europe's larger crypto liquidity firms a regulated base in the Gulf's busiest licensing hub.

Two months from approval in principle to licence

VARA authorises firms in stages. An in-principle approval sets out what an applicant still has to prove on controls and capital; the full licence lands once the regulator is satisfied it has. Flowdesk covered that distance in roughly two months. For a firm whose core business is market making, quoting continuous buy and sell prices so other traders always have someone to deal with, the broker-dealer category is the client-facing extension of what it already does on exchanges. Chief executive Guilhem Chaumont called the UAE an "important market" for the firm and pointed at the build behind the application.

The licence reflects the firm's "work across governance, compliance, risk management and institutional market infrastructure," Chaumont said in the announcement.

A one-day gap in the record

Checking the coverage turns up two dates. Flowdesk's own announcement and the AETOSWire release distributing it are dated 10 August. Crypto Briefing reports the licence as granted on 11 August. The accounts do not reconcile, and we could not establish which day matches VARA's register. This article runs with 10 August, the date the primary source carries. Nothing about the licence itself turns on the day.

What the firm brings

Flowdesk employs more than 200 people and provides liquidity on more than 150 trading venues. Its backers include BlackRock, Cathay Innovation and Coinbase Ventures. The firm already operates as a MiCA-authorised crypto-asset service provider through France's AMF, so the Dubai grant adds a second full regulatory home under a second framework. That pairing matters in practice. An institutional client can now face the same counterparty under European rules or under VARA's, depending on where the client sits, without leaving the regulated perimeter in either place.

The regional backdrop is institutional too. Abu Dhabi's Mubadala Capital tokenized a private-markets strategy in July, a sign that Gulf allocators are building crypto exposure through regulated channels. Licensed access has been widening across Asia as well, where Futu became the first licensed Hong Kong broker to list BNB. With Monday's grant, VARA's roster now includes a firm that already answers to European regulators under MiCA.

The work starts after the grant

A licence is capacity, not activity. Flowdesk's announcement did not set out a client roadmap for the new entity, and the firm gave no figures for expected volume from Dubai. What the grant changes immediately is standing: qualified and institutional investors in the region have a licensed broker-dealer counterparty operating from the emirate itself instead of an offshore desk. How much flow follows the paperwork is the part no regulator can grant, and the first evidence of it will show up in the venue and client numbers Flowdesk chooses to publish from here.
