Two-Thirds of Bitcoin Sits With Individuals at 13.98 Million BTC

A pie chart from the bitcoin conference circuit has been circulating since Thursday, and its top line is blunt. Individuals hold 13.98 million BTC, 66.6% of the 21 million cap. Nothing else on the chart reaches 8%. The seven slices add to a little under 21 million, so the arithmetic is at least internally sound. What the slide does not say is which of its numbers can be counted and which are inferred.

Most of it can be checked. Two of the three institutional slices line up almost exactly with what treasury trackers were showing on 17 September.

Where the rest of the coins sit

The slide breaks the remaining third into six pieces:

  • Businesses: 1.63 million BTC, 7.8% of supply
  • Estimated lost coins: 1.62 million BTC, 7.7%
  • Funds and ETFs: 1.44 million BTC, 6.9%
  • Satoshi: 968,000 BTC, 4.6%
  • Still to be mined: 919,000 BTC, 4.4%
  • Government-held coins: 435,000 BTC, 2.1%

BitcoinTreasuries.com had exchange-traded funds at 1,455,879 BTC, or 6.93% of supply, on the day the post went up. That is the slide's fund figure to within a rounding step. Public companies on the same tracker held 1,207,932 BTC and private companies 441,792 BTC, which comes to 1,649,724 BTC, or 7.85%. The slide's business number sits inside that. Both match.

The number everybody quotes is a residual

The individual share is not counted. It is what is left once the countable holders are subtracted from the mined supply, which is why it shifts whenever a tracker revises anything else. River, a US bitcoin financial services firm, ran the same exercise in August 2025 and reached 65.9%, or 13.83 million BTC. CoinDesk reported that breakdown on 30 August 2025. A year on, the conference slide has the figure seven-tenths of a point higher. River also put Satoshi's coins at 968,000, the same 4.6% the slide carries.

"Individuals still dominate holdings, but the institutional share is expanding," River's analysis said.

River was open about the method. Public filings, custodial address tagging and chain analysis produce estimates rather than a register. The lost-coin slice carries that caveat twice over, because nobody can prove a key is gone, only that an address has not moved in years. River put lost coins at 1.58 million in August 2025 against the slide's 1.62 million. Neither figure is observable.

Government holdings do not reconcile

One slice fails a second look. The slide says 435,000 BTC, 2.1% of supply. BitcoinTreasuries.com counted 518,526 BTC across sovereign holders on 17 September, or 2.47%. A separate site, BitcoinTreasuries.NET, put the same category at 645,569 BTC across 13 entities, or 3.07%. Three counts, three answers, and they do not reconcile. Much of the gap is one line item of 190,000 BTC that some trackers carry and others leave out. The two sites also disagree about the largest national holder, at 198,012 BTC on one and 328,372 BTC on the other. This is a familiar problem, and two trackers giving two counts has already come up on individual funds.

What is left to mine

The final slice is the only one that is not an estimate. Emission follows the schedule, and 919,000 BTC still to be mined implies roughly 20.08 million already issued. CoinDesk reported the supply approaching 20 million in January 2026, and noted that the last million would take another 114 years. The 4.4% sits where the halving schedule says it should.

What the chart cannot show is concentration inside the individual bucket, which is the question that usually follows it. Counts of how many people hold any bitcoin at all vary as widely as the treasury numbers do, and one recent table on how many bitcoin owners each country has put India first at 68 million. A slide can show where the supply sits. It cannot show how evenly.
