Tokenization Enters the SEC's 2027 Exam List, Crypto Never Does

The arm of the SEC that inspects registered firms has put tokenization among the high-risk areas it will examine at the companies that clear and settle US securities trades. The Division of Examinations published its fiscal 2027 priorities on Friday, as release 2026-109. Tokenization turns up twice in the document. The words crypto, digital asset, blockchain and stablecoin turn up nowhere in it, and the fiscal 2026 edition used none of the five.
Two mentions, two separate programmes
The first sits with clearing agencies, the plumbing that stands between a trade and its settlement. Their high-risk areas read "risk management of defaults, recovery and wind-down, securities lending, operations, and tokenization", a list of five with tokenization last. The second mention is in the section on Regulation SCI, the rule covering the technology systems of critical market infrastructure. Examinations there will look at "emerging trends, including SI, tokenization of securities, extended trading hours, and quantum computing". The transfer-agent section stops short of the word and refers instead to "the use of emerging technology to perform transfer agent functions". Nothing in the document says which registrants have tokenized anything.
What last year's list said instead
The fiscal 2026 document, out on 17 November 2025, does not contain tokenization at all. Its clearing-agency focus areas are risk management of liquidity, default management, recovery and wind-down, and collateral management, plus operations and operational arrangements. They carry no high-risk label. Its Regulation SCI section lists no emerging trends of any kind, dealing with incident-response policies and the management of third-party vendor risk. Securities lending and tokenization are the two additions for 2027. Unchained reported on Friday evening that the 2025 edition had a standalone crypto assets section; this desk did not open that document, and the claim rests on one outlet.
One abbreviation, two renderings
SI is the other new arrival, and the document is sparing with it. The initials are expanded once, in the leadership message, as "super intelligence (SI) into their businesses". No definition follows. crypto.news, filing at 15:08 UTC on Friday, rendered the Regulation SCI list as naming "advanced intelligence technology". Unchained, filing about six hours later, quoted SI and said the document uses it as shorthand for super intelligence. The document's own wording supports the second reading. The Commission used the full phrase in a 19 October release announcing a roundtable on machine-understandable data in the age of super intelligence.
A staff list with no legal force
The priorities are a staff statement and say of themselves that they have "no legal force or effect". The accompanying release puts the division's reach at more than 34,000 registrants, a figure both secondhand accounts carried. The document itself gives no such total, offering only FINRA's numbers: about 3,184 brokerage firms, 146,826 branch offices and more than 639,000 registered representatives.
"The markets we oversee continue to evolve rapidly, and the examination program must evolve with them," said Keith Cassidy, who directs the division.
Chairman Paul Atkins called examinations one of the Commission's most important tools for promoting compliance. The SEC has moved on tokenized securities elsewhere this autumn, granting qualifying venues a five-year exemption from registering as an exchange on 17 September, and proposing crypto custody rules for advisers and funds on 1 October. Europe's supervisors got there first on the examination side. ESMA made digital innovation a Union-wide supervisory priority from 2027 on 23 September, with AI and tokenization as its opening focus, according to Cointelegraph and Unchained; ESMA's own page would not open for this desk on two attempts. ESMA also has a consultation running on tokenized collateral at central counterparties, with responses due on 15 January. The SEC has published no examination count, no timetable and no named registrant for any of it.
