BNY Settles a Tokenized Treasury in Minutes, Then Lends Against It

BNY said this week that it had settled a tokenized US Treasury note for Citadel Securities and then accepted the same note as collateral against an overnight loan. The security was an ordinary two-year Treasury, bought by the trading firm through BNY on Tradeweb, an electronic fixed-income venue. BNY recorded a tokenized version of it on the bank's own private ledger, and that leg settled within minutes instead of the next business day. Citadel Securities pledged the tokenized note into a triparty repurchase agreement, a short-term loan against securities in which a third party holds the collateral and manages it for both sides. BNY held the collateral and provided the cash.
A narrow first, carefully worded
The claim is specific: the first use of tokenized assets on a major triparty repo platform. FinanceFeeds spelled out what that wording does not say, noting it is no claim to the first tokenization of US government debt. Nothing here touched a public blockchain either. The ledger is BNY's own, private and permissioned, and the tokenized note is a book entry the bank controls. DeFiprime, which read the release the evening it landed, listed what was absent from it: no public chain, no contract address, no transaction hash, no CUSIP, no block.
"This transaction demonstrates what becomes possible when tokenized assets are used in institutional workflows," said Carolyn Weinberg, BNY's chief innovation and market transformation officer.
Dan Doherty, who leads digital asset operations at Citadel Securities, kept to the mechanics, saying that efficient movement of high-quality collateral is fundamental to well-functioning markets. That is the whole exercise. A Treasury that settles in minutes and is usable as collateral the same hour does two jobs in one morning, where the standard cycle does them on separate days.
What was not disclosed
Almost every number. The face value of the note, the size of the repo, the financing rate and the amount of cash BNY provided are missing from the release and from the four outlets that covered it. The triparty platform is not named anywhere either. BNY had $62.6 trillion under custody or administration at the end of June, and one unsized trade against that backdrop tests a workflow and nothing wider; FinanceFeeds put the same caveat in its own words, writing that the transaction does not show Treasury markets have moved to continuous blockchain settlement. The transaction date is not published anywhere this desk could find. Only the announcement is dated, and even that is told three ways: FinanceFeeds gives 13 October, DeFiprime timestamps the release at 20:51 UTC that evening, The Block says "Tuesday" in a piece datelined Wednesday, and crypto.news published at 06:05 UTC on Wednesday without naming a day.
The supervisory question is already open
Regulators have started asking what collateral of this kind is worth when something breaks. ESMA opened a call for evidence on tokenized collateral at clearing houses on 10 October, and the question it put was whether that collateral survives a member default. A private-ledger entry at a single custodian is a different arrangement from a token posted to a clearing house, and whether the answer differs is unsettled. Neither BNY nor Citadel Securities addressed it in the material published with the trade.
What BNY says comes next
The plans carry no dates beyond a year. BNY intends to add digital cash and tokenized deposit capability for institutional settlement and financing, and to extend the operating hours of settlement platforms covering Federal Reserve-eligible securities and US triparty transactions, reaching European and Asian trading hours in 2027. It launched a deposit tokenization service in January that mirrors client balances on-chain while the balances themselves stay on the bank's traditional systems, and Citadel Securities was among the first names attached to it. The alternative route is already running: Goldman Sachs brought a Treasury fund onto a settlement network without tokenizing it in September. What neither approach has produced so far is a second counterparty, a published size, or a trade anyone outside the firms involved can check.
