Binance Files for a Brazil Licence Before the 30 October Deadline

Binance Files for a Brazil Licence Before the 30 October Deadline

Binance applied for authorisation from Brazil's central bank on Friday 23 October, seven days before the cutoff that decides which crypto firms may keep trading in the country. The application went in through BBrasil, the group's local entity, according to a statement the exchange gave Cointelegraph. On Tuesday it switched off a block of services for Brazilian users and began pulling 22 crypto assets from local trading. Filing is not approval, and all three accounts read here say so plainly. Binance has not said when the withdrawn products come back.

The instruction behind the date

The deadline comes from Normative Instruction BCB No. 704, published on 29 January and in force since 2 February. It sets out how a virtual asset service provider applies for authorisation, alongside foreign exchange brokers and securities firms. Any provider already trading when the rules took effect has until 30 October to file, and one that does not must wind down. For incumbents the process runs in two stages. The central bank reviews the first filing, and a favourable answer starts a 60-day clock on the second, extendable once by the same period. A Brazilian law firm's note on the instruction supplies that sequence; none of the crypto outlets read here sets it out.

What stopped on Tuesday

The accounts of what Binance turned off differ in length, not in substance. Cointelegraph names crypto lending and margin trading and leaves the remainder unspecified. crypto.news lists eight: margin trading, crypto loans, Binance Pool, Cloud Mining, Launchpool, Megadrop, HODLer Airdrops and Alpha 2.0. Open margin positions may stay open, that outlet adds, while new orders and fresh borrowing are blocked. Every account carries the 22 delistings. None names them.

"We support a regulated market that considers the characteristics of virtual assets," Thiago Sarandy, Binance's general manager in Brazil, said.

That sentence reaches this desk twice in slightly different clothes. The Cryptonomist has him backing a regulated market that takes account of virtual assets' characteristics. The wording above is Cointelegraph's, and Cointelegraph is the account that says the statement was given to it. By crypto.news's reading, Sarandy also said exchanges were allowed 270 days to comply against roughly five years for payment institutions. That comparison carries one outlet's name alone.

The register and the announcements

Who has actually filed is harder to establish than it looks. crypto.news says OKX, Bybit, Transfero and Brasil Bitcoin are already in, with Coinbase, Foxbit and Mercado Bitcoin expected to follow. BitNotícias checked the central bank's public list on 10 October against data running to 30 September and found seven open processes, Transfero the only name common to both accounts, and no matching process for Binance, OKX or Kraken. The two checks are seventeen days apart and they do not reconcile. We could not establish how many applications the register holds today. A distance between an announcement and a register entry turned up elsewhere this year, when Bybit said it had a Dubai spot licence and the emirate's own register showed an earlier stage.

Who leaves instead

Some firms answered the deadline by going. Lemon shut its Brazilian business and began closing 15,000 accounts, and Coinext, NovaDAX, Bity and Digitra.com have stopped trading or will not apply, by BitNotícias's count. Bitso is described two ways: crypto.news lists it among firms discontinuing Brazilian crypto services, while BitNotícias says only its direct retail arm closes by 30 October, with customers moving to Mercado Bitcoin. A September industry estimate quoted by crypto.news expected roughly 20 to 25 applications and about 10 licences at the end of it.

Friday settles only the filing. Approval is a separate decision on no published timetable, and an incumbent that clears the first stage still has months of documents to produce after it. Two further dates sit just past the deadline and reach this desk through single accounts: individual payment accounts at the group's brokerage arm are scheduled for 29 October, and a restriction on dealing with unauthorised providers is reported to start on 6 November. Neither is confirmed by a second outlet here.
