Ireland Bars Crypto From the Investment Accounts It Opens in 2027

Ireland will let residents open personal investment accounts from 2027, and crypto will not be allowed inside them. A roadmap published by the Department of Finance on Monday admits listed shares and bonds, exchange-traded funds, instruments traded on regulated markets, retail investment funds and insurance-based investment products. Crypto assets and derivatives are out, classed in the document as "highly complex and risky" products. The rate of tax and the threshold below which nothing is charged were not published with it. Both arrive with the budget on 6 October.

What the accounts replace

The scheme retires a rule that equity fund investors lived under and crypto holders never did. Deemed disposal treated a fund holding as sold every eight years and taxed the unrealized gain, at 41% until a cut to 38%. Ireland's capital gains tax is 33%. Inside the new accounts there is no minimum contribution, no holding period and no lock-up, providers work out the tax and report it, and switching provider carries no transfer charge. Above the threshold, a low flat annual rate applies to the average value of the account.

The exclusion list is not reported the same way everywhere. Decrypt and Crypto Briefing both add interest-bearing cash deposits to crypto and derivatives. CoinDesk lists crypto and derivatives alone. Neither account confirms the other.

The one door left open

CoinDesk's reading of the roadmap carries an exception. Tokenized versions of instruments that would otherwise qualify may be permitted, which puts a share of the tokenization business inside a wrapper that bars crypto by name. The line matches the one European rulemaking already draws, between a token that carries a regulated instrument and a token that is the asset itself. Firms in the second category work under MiCA, whose transitional window for unauthorised providers closed on 1 July. Ireland has now written the same split into a retail tax product.

Two counts of the money at stake

The pool the accounts are meant to draw on is reported at different sizes. Decrypt puts Irish household deposits at $203 billion and gives €175 billion as the same figure. Crypto Briefing gives a range of €170 billion to €197 billion, and several aggregators run €197 billion as the headline. The dollar and euro figures Decrypt prints do not convert into one another at any late-August rate this desk could check, and Crypto Briefing's range brackets both. They do not reconcile.

What the accounts are for is not in dispute. Irish households hold 2.3% of their financial assets in direct listed investments, against an EU average of 7.5%, a gap both Decrypt and Crypto Briefing cite. The scheme was first announced in March and follows a European Commission recommendation of September 2025 on savings and investment accounts.

Nothing here stops anyone buying crypto

Holding crypto in Ireland is untouched by the roadmap. The exclusion works on the wrapper, and it removes one tax-advantaged route instead of adding a restriction on the asset. Decrypt, alone among the accounts located, reports that about 10% of Irish adults hold crypto assets with an average holding of €2,266; the figure is single-sourced and this desk could not confirm it. No consultation deadline for the exclusion has been published, no route to contest it has been described, and no Irish or European crypto trade body had responded at the time of writing. The rate and the threshold decide what the exclusion actually costs anyone, and both wait on October. A firm holding a passportable MiCA licence can still sell into Ireland, into every account except this one.
