Visa and Upbit Operator Dunamu Agree to Study Stablecoin Payments

Dunamu, which runs South Korea's largest crypto exchange Upbit, said on Friday it had agreed with Visa to examine stablecoin payments, cross-border remittances and AI-driven financial services. Nothing has been built. The two have not picked a launch date, a blockchain, a stablecoin, a custody provider, a settlement process or a first market, on crypto.news's reading of the announcement. What they published is a list of subjects and a promise of a phased approach. One subject is OUSD, the dollar token being assembled by the Open Standard group, which Dunamu was describing in July as a proposal it was still reviewing.

An agreement about what to look at

The scope covers merchant settlement, international transfers and what both firms call agentic commerce, meaning software agents that find a product and complete the purchase without the buyer at the keyboard. Oh Kyung-seok, Dunamu's chief executive, put the reasoning in general terms.

"AI, stablecoins and tokenization are key trends that will reshape how finance and commerce operate," Oh said.

That is CoinDesk's rendering. The Block carries the same thought as "the spread of AI, stablecoins and tokenization is a key trend that will change how finance and commerce operate", and Blockhead runs a longer version with a second sentence about connecting digital assets to traditional finance. These are three translations of one Korean statement, not three statements. Oliver Jenkyn, Visa's global president, is named in the announcement by two outlets. Neither carries a line from him.

Nobody has named the token

OUSD is the obvious candidate and it is not a commitment. The Open Standard initiative launched in June 2026 with more than 140 institutional backers, offers minting and redemption without fees at scale, and shares reserve revenue with participants. It is not live yet. The published backer lists do not match: The Block names Visa, Mastercard and Google, crypto.news and The Crypto Times name Visa, Mastercard, Coinbase and BlackRock, and Blockhead adds Circle. Those are partial enumerations of a 140-member group, not competing claims, and none of them is the full roster. A Dunamu spokesperson told The Block the firm is "not prioritizing nor excluding specific stablecoins" and wants a structure that can connect several. That line appears in one outlet.

Visa's second Korean signature this week

Two days before this one, Visa signed with Shinhan Financial Group to test stablecoin settlement on cards. South Korea has roughly 16 million crypto users on CoinDesk's count. Samsung took a 4% stake in Dunamu in May, and DailyCoin adds Hana Bank and NAVER to the list of firms already holding positions in it. Mirae Asset bought the Digital X exchange in July. The Crypto Times, working from Yonhap, puts Visa's stablecoin settlement at an annualised run rate of about $7 billion as of March; that figure appears in one account and no Visa filing was located to check it against.

The rules arrive after the memorandum

South Korea has not finished its stablecoin framework. Regulators and legislators are still settling who may issue a won-backed token, whether a bank has to own the issuer, and how identification and foreign-exchange rules apply. Until that lands, an exploratory agreement is close to the most either side can sign. Dunamu has spent the year collecting partners anyway. Samsung SDS and Hana Financial Group are both working with it on stablecoin plumbing, and the country ran its first government-led stablecoin pilot in Gyeonggi province earlier this year.

Even the date of the announcement is carried two ways. crypto.news says the roadmap was presented on 26 August, local San Francisco time, at Visa's market support centre; The Block, CoinDesk, Blockhead and DailyCoin all ran it as Friday news. A Tuesday presentation and a Friday release are compatible, and no joint statement settles which is the announcement. What is measurable now is a memorandum, two names and a subject list. No product has a name, a price or a market.
