New Mining Regulations in Russia

🟡The State Duma has passed a law clarifying the regulation of cryptocurrency mining. It will come into effect on November 1, if approved by the Federation Council.

🟡The law introduces amendments to the “Law on Electric Power,” allowing the government to ban mining in certain regions and establish rules for such bans. Only companies and individual entrepreneurs (IEs) registered in a special registry will be allowed to mine cryptocurrency. Private miners do not need to register, but they are prohibited from exceeding energy consumption limits.

🟡The Federal Tax Service (FTS) will maintain the miner registry, and hosting operators are prohibited from providing services to those not included in the registry. Taxation is also under discussion: industrial miners may be subject to a corporate tax, while private miners may pay a fixed tax amount based on their electricity consumption.
